Announcement of the Tariff Commission of the State Council on Imposing Additional Duties on Imported Goods Originating from the United States
Tariff Commission Announcement No. 4 of 2025
On April 2, 2025, the US government announced the imposition of “reciprocal tariffs” on Chinese goods exported to the US. Such a move by the US side is inconsistent with international trade rules, seriously infringing upon China’s legitimate rights and interests, and is a typical unilateral bullying act.
In accordance with the “Customs Law of the People’s Republic of China”, the “Foreign Trade Law of the People’s Republic of China”, and other laws and regulations as well as the basic principles of international law, and with the approval of the State Council, starting from 12:01 on April 10, 2025, additional tariffs will be imposed on imported goods originating from the United States. The relevant matters are as follows:
1. A 34% tariff will be imposed on all imported goods from the United States on top of the current applicable tariff rates.
Second, the current policies on bonded goods and tax exemptions and reductions remain unchanged. The additional tariffs imposed this time will not be exempted or reduced.
Goods that have been dispatched from the place of departure before 12:01 on April 10, 2025 and are imported from 12:01 on April 10, 2025 to 24:00 on May 13, 2025 will not be subject to the additional tariffs stipulated in this announcement.

2025年4月2日，美国政府宣布对中国输美商品征收“对等关税”。美方做法不符合国际贸易规则，严重损害中方的正当合法权益，是典型的单边霸凌做法。
根据《中华人民共和国关税法》、《中华人民共和国海关法》、《中华人民共和国对外贸易法》等法律法规和国际法基本原则，经国务院批准，自2025年4月10日12时01分起，对原产于美国的进口商品加征关税。有关事项如下：
一、对原产于美国的所有进口商品，在现行适用关税税率基础上加征34%关税。
二、现行保税、减免税政策不变，此次加征的关税不予减免。
三、2025年4月10日12时01分之前，货物已从启运地启运，并于2025年4月10日12时01分至2025年5月13日24时进口的，不加征本公告规定加征的关税。
