中国—拉共体成员国重点领域合作共同行动计划（2025－2027）
China-CELAC Joint Action Plan for Cooperation in Key Areas (2025-2027)
2025年5月13日，中国—拉美和加勒比国家共同体（拉共体）论坛第四届部长级会议在北京举行。为深化论坛发展，中华人民共和国与拉共体成员国（以下简称“双方”）共同制定本共同行动计划，具体内容如下：
On May 13, 2025, the Fourth Ministerial Conference of the China-Community of Latin American and Caribbean States (CELAC) Forum was held in Beijing. In order to deepen the development of the Forum, the People’s Republic of China and the member states of CELAC (hereinafter referred to as “the two sides”) have jointly formulated this joint action plan, which is as follows:
第一条 平等互信，巩固中拉政治关系 Article 1 Equality and mutual trust shall be used to consolidate China-Latin America and the Caribbean political relations
一、加强高层交往，推动双方在重大国际地区问题中的对话协调，共同维护全球南方利益。
1. Strengthen high-level exchanges, promote dialogue and coordination between the two sides on major international and regional issues, and jointly safeguard the interests of the Global South.
二、拓展双方各层级人员往来，加强重点领域经验交流。
2. Expand personnel exchanges at all levels between the two sides and strengthen the exchange of experience in key areas.
三、双方认识到立法机构交往的重要性，同意相关机构在职权范围内加强经验互鉴。
3. The two sides recognize the importance of exchanges between legislative bodies and agree that relevant institutions should strengthen mutual learning of experience within their mandates.
四、双方同意在考虑成员国不同国情和立场基础上，就现有机制安排进行研讨，以强化论坛建设，积极探索提升政治协调与高层对话层级。
4. The two sides agreed to discuss the existing institutional arrangements on the basis of taking into account the different national conditions and positions of the member states, so as to strengthen the construction of the forum and actively explore ways to enhance the level of political coordination and high-level dialogue.
第二条 互利共赢，深化发展战略对接 Article 2 Mutual benefit and win-win results, deepening the synergy of development strategies
一、在各国国内法律框架下，围绕中国提出的全球发展倡议等合作倡议及机制，定期开展发展战略信息互通、经验共享，深挖双方合作潜力。
1. Under the domestic legal framework of each country, we will regularly exchange information on development strategies and share experiences around China’s Global Development Initiative and other cooperation initiatives and mechanisms, so as to tap the potential of bilateral cooperation.
二、经贸投资 2. Economic and trade investment
（一）在世贸组织框架下加强协调，共同维护基于公平、合理、透明规则的多边贸易体系。
1. Strengthen coordination under the WTO framework and jointly uphold the multilateral trading system based on fair, reasonable and transparent rules.
（二）继续举办中拉产业投资合作研讨会，探讨双方产能投资新机遇。
(2) Continue to hold seminars on China-LAC industrial investment cooperation to explore new opportunities for capacity investment between the two sides.
（三）推动开展贸易投资便利化专题磋商。 (3) Promote thematic consultations on trade and investment facilitation.
（四）继续在中国和拉共体成员国间轮流举办中拉企业家高峰会。继续开展中拉投资与合作高层论坛、中国—加勒比经贸合作论坛、中拉民营经济合作论坛。
4. Continue to hold the China-CELAC Entrepreneur Summit on a rotational basis between China and CELAC member states. China will continue to hold the China-LAC High-level Forum on Investment and Cooperation, the China-Caribbean Economic and Trade Cooperation Forum, and the China-LAC Private Economic Cooperation Forum.
（五）双方愿研究关于中拉经济创新的倡议。 5. The two sides are willing to study the initiative on economic innovation between China and Latin America and the Caribbean.
（六）双方愿推动建立合作机制，通过建设性对话解决贸易分歧，妥善管控贸易摩擦，共同应对影响经济、贸易和投资的单边强制措施。
6. The two sides are willing to promote the establishment of a cooperation mechanism to resolve trade differences through constructive dialogue, properly manage trade frictions, and jointly respond to unilateral coercive measures affecting the economy, trade and investment.
三、金融 3. Finance
（一）探讨中拉在各领域深化融资合作的可能性。 1. Explore the possibility of deepening financing cooperation between China and Latin America and the Caribbean in various fields.
（二）推动中方同拉美各国及区域开发银行加强对话合作，研究设立股权投资合作基金，鼓励双方各类金融机构进一步加强进出口信贷、境外投资等领域的投融资合作。
2. Promote dialogue and cooperation between China and Latin American countries and regional development banks, study the establishment of equity investment cooperation funds, and encourage various financial institutions of the two sides to further strengthen investment and financing cooperation in the fields of import and export credit and overseas investment.
（三）支持2025年在中拉论坛框架下举办“熊猫债券”研讨会，促进中拉市场信息交流互通。
3. Support the holding of a seminar on “Panda Bonds” under the framework of the China-CELAC Forum in 2025 to promote the exchange of information between China and CELAC markets.
四、基础设施 4. Infrastructure
（一）继续举办中拉基础设施合作论坛。 1. Continue to hold the China-LAC Infrastructure Cooperation Forum.
（二）加强中拉基础设施项目合作，积极发掘合作机遇。
2. Strengthen cooperation on infrastructure projects between China and Latin America and the Caribbean and actively explore opportunities for cooperation.
（三）深化铁路运营管理培训合作。 (3) Deepen cooperation in railway operation and management training.
（四）积极提升中拉交通基础设施合作水平，加强公路、铁路、桥梁、港口、隧道等领域合作。
4. Actively enhance the level of cooperation between China and Latin America in transport infrastructure, and strengthen cooperation in the fields of roads, railways, bridges, ports and tunnels.
（五）研究在友好城市基础上共建友好港，促进海运客货便利化；鼓励支持航空公司增开航线航班，进一步提升航空联通水平。
(5) To study the joint construction of sister ports on the basis of sister cities and promote the facilitation of maritime passenger and cargo; Encourage and support airlines to open more routes and flights to further improve the level of air connectivity.
五、农业与粮食安全 5. Agriculture and food security
（一）双方愿深化农产品贸易合作。 1. The two sides are willing to deepen cooperation in trade in agricultural products.
（二）愿在粮食安全领域开展合作，围绕“抗击饥饿与贫困全球联盟”目标，加强粮食安全政策、法规与监测经验交流；支持双方机构根据《拉共体2030粮食安全计划》开展专项合作，继续在中国—联合国粮农组织南南合作拉美区域加强合作，开展农业领域三方合作。
(2) Willing to cooperate in the field of food security and strengthen the exchange of experience in food security policies, regulations and monitoring around the objectives of the Global Alliance to Fight Hunger and Poverty; Support the two sides in carrying out special cooperation in line with the CELAC 2030 Food Security Plan, continue to strengthen cooperation in the Latin American region of China-FAO South-South Cooperation, and carry out trilateral cooperation in the field of agriculture.
（三）拓展双方农业技术人才培养和职业农民能力建设。
(3) Expand the training of agricultural technical personnel and the capacity building of professional farmers on both sides.
（四）支持于2027年或2028年举办第四届中拉农业部长论坛。
4. Support the holding of the 4th China-LAC Agriculture Ministers’ Forum in 2027 or 2028.
（五）鼓励各自农业企业参加对方举办的重要农业展会，如中国国际农产品交易会、中国粮食交易大会等。
(5) Encourage their respective agricultural enterprises to participate in important agricultural exhibitions held by each other, such as the China International Agricultural Products Fair, the China Grain Trade Conference, etc.
（六）推动双方企业与科研中心开展农业创新技术联合研发。
(6) Promote the joint research and development of agricultural innovative technologies between enterprises and scientific research centers of the two sides.
（七）促进双方家庭农业现代化与融合发展经验交流，重点聚焦技术升级与农业生态转型。
(7) Promote the exchange of experience in the modernization and integrated development of family agriculture between the two sides, with a focus on technological upgrading and agricultural ecological transformation.
六、工业与信息化 6. Industry and informatization
（一）积极探讨双方工业发展与产业政策合作机遇，重点围绕装备制造、绿色低碳产业、产业链供应链等领域开展合作对接，鼓励双方产业园合作。
(1) Actively explore opportunities for industrial development and industrial policy cooperation between the two sides, focusing on cooperation and docking in the fields of equipment manufacturing, green and low-carbon industries, industrial and supply chains, and encourage cooperation in industrial parks of the two sides.
（二）继续举办中拉工业合作高级别研讨会。 2. Continue to hold high-level seminars on China-LAC industrial cooperation.
（三）推动双方在通信设备、大数据、云计算、物联网、智慧城市、互联网+、人工智能应用、无线电频谱管理、教育信息化等领域开展合作，探索共建联合实验室。
(3) Promote cooperation between the two sides in the fields of communication equipment, big data, cloud computing, Internet of Things, smart city, Internet+, artificial intelligence applications, radio spectrum management, and educational informatization, and explore the establishment of joint laboratories.
（四）加强中小微企业发展的政策交流与合作。 (4) Strengthen policy exchanges and cooperation on the development of small, medium and micro enterprises.
七、能源资源 7. Energy resources
（一）探索双方能源转型与先进储能技术合作投资机遇，助力双方共同实现能源绿色低碳转型。
(1) Explore investment opportunities for cooperation in energy transition and advanced energy storage technologies between the two sides, and help the two sides jointly achieve green and low-carbon energy transformation.
（二）深化双方可持续能源转型实践交流。 (2) Deepen exchanges on sustainable energy transition practices between the two sides.
（三）支持双方联合研发与技术交换。 (3) Support joint R&D and technology exchange between the two sides.
（四）深化地球科学研究、地质灾害预防及治理等多维度务实合作，加强中国—拉共体地学人才联合培养。
(4) Deepen multi-dimensional and pragmatic cooperation in earth science research, geological disaster prevention and management, and strengthen the joint training of geoscience talents between China and CELAC.
八、海关、税务、标准化、人员流动 8. Customs, taxation, standardization, and personnel mobility
（一）研究扩大中国同拉共体成员国“经认证的经营者”（AEO）互认协议范围，提升通关便利化水平，促进双边贸易。
(1) Study the expansion of the scope of the Mutual Recognition Agreement between China and CELAC Member States for Authorized Economic Operators (AEO), improve the level of customs clearance facilitation, and promote bilateral trade.
（二）积极探索双方在重点领域标准化合作与交流机制。
(2) Actively explore standardization cooperation and exchange mechanisms between the two sides in key areas.
（三）推动举办标准化能力建设培训班。 (3) Promote the holding of training courses on standardization capacity building.
（四）双方表达加强领事关系和领事合作的意愿。 4. The two sides expressed their willingness to strengthen consular relations and consular cooperation.
第三条 文明互鉴，夯实友好民意基础 Article 3: Mutual learning among civilizations consolidates the foundation of friendship and public opinion
一、文明交流 1. Exchanges among civilizations
（一）促进双方学生、研究人员、艺术家交流互访。 (1) Promote exchanges and visits between students, researchers and artists of both sides.
（二）积极探讨举办中拉文明对话大会。 2. Actively explore the holding of the China-Latin America Conference on Dialogue among Civilizations.
二、文化艺术交流 2. Cultural and artistic exchanges
（一）加强文化艺术领域交流，推动双方文化和艺术机构开展机制化合作。
(1) Strengthen exchanges in the field of culture and art, and promote institutionalized cooperation between cultural and artistic institutions of the two sides.
（二）中拉双方积极开展文化节庆、嘉年华、文化巡演等双边多边活动，加强对相关活动的宣传报道。每年初公布双方感兴趣的文化活动和倡议清单。
2. China and Latin America and the Caribbean actively carry out bilateral and multilateral activities such as cultural festivals, carnivals and cultural tours, and strengthen publicity and coverage of relevant activities. At the beginning of each year, a list of cultural activities and initiatives of mutual interest is published.
（三）加强双方视听产品与出版物联合制作。 (3) Strengthen the joint production of audio-visual products and publications between the two sides.
（四）加强打击文化非法贩运国际合作。 (4) Strengthen international cooperation in combating illicit cultural trafficking.
（五）推动博物馆数字化、古籍数字化最佳实践交流。 (5) Promote the exchange of best practices in the digitization of museums and ancient books.
三、教育、青年、智库 3. Education, youth, and think tanks
（一）支持于2025年举办聚焦职业教育的中拉教育发展论坛。
1. Support the holding of the China-LAC Education Development Forum focusing on vocational education in 2025.
（二）鼓励双方校企合作，推进师生互访、学术研讨、人才培养、联合科研及智库交流。
(2) Encourage school-enterprise cooperation between the two sides, and promote mutual visits between teachers and students, academic seminars, talent training, joint scientific research and think tank exchanges.
（三）扩大奖学金名额和相互培训计划，并加强宣传推广。
(3) Expand the number of scholarships and mutual training programs, and strengthen publicity and promotion.
（四）支持建设中国—拉美和加勒比发展知识网络。 4. Support the construction of the China-Latin America and the Caribbean Development Knowledge Network.
（五）积极推动双方语言文化在对方高校及文化机构传播。
(5) Actively promote the dissemination of the language and culture of the two sides in each other’s universities and cultural institutions.
（六）举办中拉青年发展论坛等青年交流活动。 (6) Holding youth exchange activities such as the China-LAC Youth Development Forum.
（七）加强语言文化交流，特别关注农村地区及原住民群体。
(7) Strengthen language and cultural exchanges, with special attention to rural areas and indigenous groups.
（八）考虑继续举办中拉智库论坛，于2025年举办第三届中国—拉共体高级别学术论坛。
8. Consider continuing to hold the China-CELAC Think Tank Forum and holding the 3rd China-CELAC High-Level Academic Forum in 2025.
四、民间友好 Fourth, people-to-people friendship
（一）增进民间友好交流，继续举办中拉民间友好论坛。探讨建立中拉地方政府交流机制，继续举办中拉地方政府合作论坛。
1. Enhance people-to-people friendly exchanges and continue to hold the China-LAC People-to-People Friendship Forum. We will explore the establishment of an exchange mechanism between local governments of China and Latin America and the Caribbean and continue to hold the Forum on Cooperation between Local Governments of China and Latin America and the Caribbean Region.
（二）举办中拉旅游对话，共商旅游业合作机遇与联合开发旅游产品。
(2) Hold a China-LAC Tourism Dialogue to discuss opportunities for tourism cooperation and joint development of tourism products.
（三）深化体育领域交流合作，推动双方体育组织加强联系，支持运动员、教练员及体育管理人员友好互访。
(3) Deepen exchanges and cooperation in the field of sports, promote the strengthening of ties between sports organizations of the two sides, and support friendly exchanges of visits between athletes, coaches and sports administrators.
（四）推动公共政策合作交流，重点提升女性参与各级决策进程，促进妇女赋权与全面发展。
(4) Promote cooperation and exchanges on public policies, focusing on increasing women’s participation in decision-making processes at all levels, and promoting women’s empowerment and all-round development.
五、媒体、通讯、电影、电视和出版 5. Media, communications, film, television and publishing
（一）双方将探索加强媒体和通讯合作的方式方法。 1. The two sides will explore ways and means to strengthen cooperation in media and communications.
（二）双方将加强电影和电视领域交流合作。 2. The two sides will strengthen exchanges and cooperation in the field of film and television.
六、知识产权 6. Intellectual Property Rights
双方愿加强知识产权部门务实合作。 The two sides are willing to strengthen practical cooperation in the IP sector.
第四条 凝聚共识，共同应对全球挑战 Article 4: Build consensus and jointly address global challenges
一、加强全球安全与网络安全合作 1. Strengthen global security and cyber security cooperation
（一）探讨双方反恐合作机遇。双方将打击一切形式和表现的恐怖主义及其融资活动，支持拉共体成员国提升反恐能力建设。双方愿就打击各类跨国组织犯罪深化对话合作。
(1) Explore opportunities for counter-terrorism cooperation between the two sides. The two sides will combat terrorism in all its forms and manifestations and its financing, and support CELAC member States in enhancing their counter-terrorism capacity. The two sides are willing to deepen dialogue and cooperation on combating all kinds of transnational organized crimes.
（二）深化中拉网络安全交流对话，推动双方国家级计算机应急响应组织（CERT）建立联系机制，开展跨境事件处置、信息经验共享等务实合作，提升网络安全突发事件协同应对能力。
2. Deepen exchanges and dialogues on cyber security between China and Latin America, promote the establishment of a liaison mechanism between the two countries’ national computer emergency response organizations (CERTs), carry out practical cooperation in cross-border incident handling and information experience sharing, and enhance the ability to coordinate and respond to cyber security emergencies.
二、反腐败合作 2. Anti-corruption cooperation
（一）适时举办中加（勒比）反腐败执法合作会议。 (1) Hold a meeting on China-Canada (Lebi) anti-corruption law enforcement cooperation in a timely manner.
（二）双方愿根据各自国内法律及《联合国反腐败公约》，评估在反腐败、反洗钱、打击非法资金流动及资产追回等领域合作。积极研究商签刑事司法协助条约等执法司法合作协定。
2. The two sides are willing to evaluate cooperation in the fields of anti-corruption, anti-money laundering, combating illicit financial flows and asset recovery in accordance with their respective domestic laws and the United Nations Convention against Corruption. Actively study the negotiation and signing of treaties on judicial assistance in criminal matters and other agreements on judicial cooperation in law enforcement.
（三）深化在多边反腐败论坛中的协调配合。 (3) Deepen coordination and cooperation in multilateral anti-corruption forums.
三、警务执法合作 3. Cooperation in police and law enforcement
（一）在尊重各自国内法律和实践基础上，扩大双方警务部门参与对方培训项目及执法互助的渠道。
(1) On the basis of respecting each other’s domestic laws and practices, expand the channels for the police departments of the two sides to participate in each other’s training programs and mutual assistance in law enforcement.
（二）推动打击野生动物走私、非法采矿与贵金属贸易、人口贩运、偷渡移民、非法武器买卖等领域的经验交流与培训。
(2) Promote the exchange of experience and training in the fields of combating wildlife smuggling, illegal mining and precious metal trade, human trafficking, illegal immigration, and illegal arms trade.
（三）探索中拉在打击管制药品生产、消费及贩运方面的合作模式，推动双边交流以有效落实相关国际公约。
3. Explore modes of cooperation between China and Latin America and the Caribbean in combating the production, consumption and trafficking of controlled drugs, and promote bilateral exchanges to effectively implement relevant international conventions.
四、消除贫困与发展合作 Poverty eradication and development cooperation
（一）举办减贫专业人员培训。 (1) Organize training for poverty alleviation professionals.
（二）定期召开中拉减贫与发展论坛，交流最佳实践案例。
2. Regularly convene the China-LAC Forum on Poverty Reduction and Development to exchange best practices.
（三）加强中国—加勒比发展中心建设，支持加勒比国家可持续发展。
3. Strengthen the construction of the China-Caribbean Development Center and support the sustainable development of Caribbean countries.
五、气候变化与环境保护合作 5. Cooperation on climate change and environmental protection
（一）中方愿与拉共体国家开展国际零碳岛屿合作。 1. China is willing to carry out international zero-carbon island cooperation with CELAC countries.
（二）推动气候变化应对措施联合研究。 (2) Promote joint research on climate change response measures.
（三）挖掘环境政策、污染防治、生物经济、气候变化应对、生物多样性、人员培训与能力建设等领域的合作潜力，共同推进低碳可持续发展。探索在海洋科技、生态系统修复、海洋观测预报、防灾减灾、综合海洋管理、蓝色经济及可持续海洋经济等领域开展务实合作的可能性。
(3) Tap the potential of cooperation in the fields of environmental policy, pollution prevention and control, bioeconomy, climate change response, biodiversity, personnel training and capacity building, and jointly promote low-carbon and sustainable development. Explore the possibility of practical cooperation in the fields of marine science and technology, ecosystem restoration, ocean observation and forecasting, disaster prevention and mitigation, integrated ocean management, blue economy and sustainable ocean economy.
（四）开展南极科研合作，通过科研人员交流及研究设施基地互用，探讨联合开展南极科考的可能性。
(4) Carry out Antarctic scientific research cooperation, and explore the possibility of joint Antarctic scientific research through the exchange of scientific research personnel and the mutual use of research facilities and bases.
六、灾害风险综合管理与韧性建设 6. Integrated disaster risk management and resilience building
（一）深化综合灾害风险管理交流，依托中拉综合灾害风险管理合作机制框架，在减灾防灾、灾害监测预警、风险评估、应急准备、救援能力建设及灾后重建等领域加强合作。提升抗灾韧性。
1. Deepen exchanges on comprehensive disaster risk management, and strengthen cooperation in disaster reduction and prevention, disaster monitoring and early warning, risk assessment, emergency preparedness, rescue capacity building, and post-disaster reconstruction based on the framework of the China-LAC comprehensive disaster risk management cooperation mechanism. Enhance resilience to disasters.
（二）探索防灾减灾援助的金融合作方案，包括通过拉共体框架下“气候适应与自然灾害综合应对基金”等渠道提供力所能及的帮助。
(2) Explore financial cooperation options for disaster prevention and mitigation assistance, including providing assistance within its capacity through channels such as the “Comprehensive Climate Adaptation and Natural Disaster Response Fund” under the CELAC framework.
（三）双方愿探讨举办可持续城市（数字城市、海绵城市等）主题会议的可行性。
3. The two sides are willing to explore the feasibility of holding a conference on sustainable cities (digital cities, sponge cities, etc.).
七、科技创新合作 7. Cooperation in scientific and technological innovation
（一）加强政府间科技创新合作机制建设，促进科研人员互访交流，推动符合成员国实际需求、体现共同利益的联合技术研究。
(1) Strengthen the construction of intergovernmental cooperation mechanisms for science, technology and innovation, promote mutual visits and exchanges of scientific researchers, and promote joint technical research that meets the actual needs of member countries and reflects common interests.
（二）举办新一届中拉科技创新论坛。 (2) Hold a new China-LAC Forum on Science and Technology Innovation.
（三）探索设立中拉青年科学家培训计划。 (3) Explore the establishment of a training program for young scientists from China and Latin America.
（四）探索共建联合实验室，支持拉美和加勒比国家青年科学家来华开展短期科研工作。
(4) Explore the establishment of joint laboratories and support young scientists from Latin American and Caribbean countries to carry out short-term scientific research in China.
（五）加强中拉技术转移中心建设。 (5) Strengthen the construction of China-LAC technology transfer center.
（六）探讨在生物改良、土壤可持续利用等可持续发展科研领域的合作可能。
(6) Explore the possibility of cooperation in the field of sustainable development scientific research such as biological improvement and sustainable soil use.
（七）深化中拉可持续粮食创新中心建设交流。 7. Deepen exchanges on the construction of the China-LAC Sustainable Food Innovation Center.
（八）加强航天领域合作，根据各国优先事项和能力，共同举办中拉北斗合作论坛，共建中拉北斗应用合作发展中心。
8. Strengthen cooperation in the field of space, jointly hold the China-LAC Beidou Cooperation Forum and jointly build the China-LAC BeiDou Application Cooperation and Development Center in accordance with the priorities and capabilities of all countries.
（九）在各方有意愿且条件允许情况下，继续举办中拉航天合作论坛。
9. Continue to hold the China-LAC Space Cooperation Forum if all parties are willing and conditions permit.
八、数字技术合作 8. Digital technology cooperation
（一）应各国需求，探索提升5G网络覆盖水平及各领域数字化应用程度的合作可能。
(1) In response to the needs of various countries, explore the possibility of cooperation to improve the level of 5G network coverage and the degree of digital application in various fields.
（二）共享人工智能治理经验。中方提出的《全球人工智能治理倡议》，及《全球数字契约》获得各方关注，愿基于该倡议原则开展交流，推动建立广泛共识下的全球框架与标准。各方同时认同人工智能普惠接入的重要性。
(2) Share experience in AI governance. China’s Global AI Governance Initiative and the Global Digital Compact have attracted the attention of all parties, and China is ready to carry out exchanges based on the principles of the Initiative and promote the establishment of a global framework and standards based on broad consensus. At the same time, all parties agreed on the importance of inclusive access to AI.
（三）鼓励开展人工智能领域积极对话与合作，支持促进发展中国家技术进步和能力建设。中方愿邀请拉共体成员国参与人工智能能力建设研修班。
(3) Encourage active dialogue and cooperation in the field of artificial intelligence, and support the promotion of technological progress and capacity building in developing countries. China would like to invite CELAC member States to participate in the workshop on AI capacity building.
（四）继续举办中拉数字技术合作论坛，筹办中拉互联网发展与合作论坛。
4. Continue to hold the China-LAC Digital Technology Cooperation Forum and prepare for the China-LAC Internet Development and Cooperation Forum.
（五）研究加强数字基础设施合作机遇。 (5) Study opportunities for strengthening cooperation on digital infrastructure.
（六）开展数字人才培训课程，探索建立中拉电子商务合作对话机制。

九、卫生健康合作 9. Health cooperation
（一）加强卫生领域知识共享与最佳实践交流，重点包括医疗技术进步、医院管理及传染病等疾病的预防、控制和治疗。
(1) Strengthen knowledge sharing and exchange of best practices in the field of health, with a focus on medical technology advancement, hospital management, and prevention, control and treatment of infectious diseases and other diseases.
（二）推动双方医疗机构合作，为必要时提供医疗援助提供便利。
(2) Promote cooperation between medical institutions of the two sides and facilitate the provision of medical assistance when necessary.
（三）举办传统医学专题研讨会。 (3) Hold seminars on traditional medicine.
（四）在可行范围内探索中拉传统医药合作。 (4) To explore cooperation in traditional medicine between China and Latin America and the Caribbean within the scope of practicability.
（五）愿加强经验交流，促进获得优质、有效、安全且可负担的药品（含生物制品与生物类似药），推动本地化生产优质医疗产品。
(5) Willing to strengthen the exchange of experience, promote access to high-quality, effective, safe and affordable medicines (including biological products and biosimilars), and promote the local production of high-quality medical products.
第五条 落实 Article 5 Implementation
一、本计划所述合作领域不具排他性。 1. The areas of cooperation described in this plan are not exclusive.
二、各方可按照灵活和自愿原则实施本计划，不影响任何已达成一致的双边合作项目，也不替代已达成一致的双边或多边协定、决定或承诺。所有活动将依据各参与方政府部门财政、人力资源情况、共同协商后决定。
2. The Parties may implement this Plan on a flexible and voluntary basis, without prejudice to any agreed bilateral cooperation projects and as a substitute for agreed bilateral or multilateral agreements, decisions or commitments. All activities will be decided based on the financial and human resources of the participating government departments and after mutual consultation.
三、在落实本行动计划过程中，在维护拉美和加勒比作为和平区的前提下，将适当考虑拉共体成员国中最不发达国家、内陆发展中国家、小岛屿发展中国家和中等收入国家、陷入或刚刚摆脱冲突状态的国家面临的挑战和需求。
Thirdly, in the implementation of the present Plan of Action, due consideration will be given to the challenges and needs of the least developed countries, landlocked developing countries, small island developing States and middle-income countries of CELAC member States, as well as countries in or emerging from conflict, while preserving Latin America and the Caribbean as a zone of peace.
四、拉共体欢迎中华人民共和国为执行本计划所提出的倡议，具体详见附件。
CELAC welcomes the initiatives of the People’s Republic of China for the implementation of the Plan, as detailed in the annex.
附件 annex
一、自2025年起，中方每年将邀请300名拉共体成员国政党干部来华考察访问，并继续举办中拉政党论坛。
1. Starting from 2025, China will invite 300 political party cadres from CELAC member states to visit China every year, and continue to hold the China-CELAC Political Parties Forum.
二、中国政府愿向拉方提供660亿元人民币等值信贷资金额，为中拉各领域务实合作提供支持。
2. The Chinese government is willing to provide 66 billion yuan equivalent of credit funds to the Latin American side to support practical cooperation between China and Latin America in various fields.
三、中方将在2025年至2027年向拉共体成员国提供3500个中国政府奖学金名额和1万个来华培训名额。
3. From 2025 to 2027, China will provide 3,500 Chinese government scholarships and 10,000 training places to CELAC member states.
四、支持拉共体成员国开展中文教育，支持双方机构共同办好孔子学院（课堂），适时新设中文工坊、中文+职业技能发展中心、本土教师培养培训中心等。中方将在2025年至2027年为拉共体成员国提供500个国际中文教师奖学金和1000个“汉语桥”夏（冬）令营来华团组名额，提供3万册中文教材、教学读本。
4. Support CELAC member states in carrying out Chinese education, support institutions of the two sides to jointly run Confucius Institutes (classrooms), and establish new Chinese workshops, Chinese + vocational skills development centers, and local teacher training centers in due course. From 2025 to 2027, China will provide 500 scholarships for international Chinese teachers and 1,000 “Chinese Bridge” summer (winter) camps to China, and 30,000 Chinese textbooks and teaching books.
五、加强新闻媒体领域合作。中方愿邀请更多拉共体成员国记者来华中短期访问，为拉方媒体记者来华常驻提供便利，将在未来三年向拉共体成员国提供500个学者、媒体、自媒体来华培训名额。
5. Strengthen cooperation in the field of news media. China is willing to invite more journalists from CELAC member states to visit China for a short period of time, facilitate the permanent residence of CELAC media journalists in China, and will provide 500 training places for scholars, media and self-media to CELAC member states in the next three years.
六、中方在未来三年向拉共体成员国提供300个减贫技术人才培训名额。
6. In the next three years, China will provide 300 training places for poverty alleviation technicians to CELAC member states.
七、中方未来三年在拉美和加勒比国家开展300个“小而美”民生援助项目。
7. In the next three years, China will carry out 300 “small but beautiful” livelihood assistance projects in Latin American and Caribbean countries.
八、支持举办“中拉情缘”中国影视节目展播。力争未来三年内，每年完成10部优秀电视剧或优秀视听节目互译工作。支持开展经典著作互译。
8. Support the holding of the “China-Latin America Love” Chinese film and television program exhibition. In the next three years, we will strive to complete the mutual translation of 10 excellent TV dramas or excellent audio-visual programs every year. Support the mutual translation of classic works.
