一、我们，中华人民共和国与拉美和加勒比国家共同体（拉共体）成员国，于2025年5月13日齐聚北京，共同出席中国—拉美和加勒比国家共同体论坛（以下简称“中拉论坛”）第四届部长级会议。会议以“共谋发展振兴，共建中拉命运共同体”为主题，旨在通过深入交流，重申双方加强政治对话、深化合作、增进互信的坚定承诺。
1. We, the People’s Republic of China and the member states of the Community of Latin American and Caribbean States (CELAC), gathered in Beijing on May 13, 2025 to attend the Fourth Ministerial Conference of the China-CELAC Forum (CELAC). With the theme of “Seeking Common Development and Revitalization, Building a China-LAC Community with a Shared Future”, the meeting aimed to reaffirm the firm commitment of the two sides to strengthen political dialogue, deepen cooperation and enhance mutual trust through in-depth exchanges.

二、我们高度评价中华人民共和国主席习近平，以及哥伦比亚共和国总统古斯塔沃·佩特罗、巴西联邦共和国总统路易斯·伊纳西奥·卢拉·达席尔瓦、智利共和国总统加夫列尔·博里奇·丰特的与会。
2. We highly value the participation of President Xi Jinping of the People’s Republic of China, President Gustavo Petro of the Republic of Colombia, Luiz Inácio Lula da Silva, President of the Federative Republic of Brazil, and Gabriel Boric Fonte, President of the Republic of Chile.

三、我们庆祝中拉论坛正式运行十周年。十年来，双方坚持主权平等、相互尊重、开放多元、互利共赢原则，通过南南合作与共同努力，推动中拉整体合作取得丰硕成果。在同世界各地区发展关系的背景下，我们重申将坚持开放包容，继续巩固中拉论坛作为拓展中国与拉美和加勒比地区合作平台的重要作用。
3. We celebrate the 10th anniversary of the official operation of the China-CELAC Forum. Over the past decade, the two sides have adhered to the principles of sovereign equality, mutual respect, openness, pluralism and mutual benefit, and achieved fruitful results through South-South cooperation and joint efforts. In the context of developing relations with other regions of the world, we reaffirm our commitment to openness and inclusiveness, and continue to consolidate the important role of the China-CELAC Forum as a platform for expanding cooperation between China and the Latin American and Caribbean region.

四、我们认为，在国际形势风云变幻背景下，中拉论坛已成为深化中国与拉共体成员国合作关键平台之一。我们强调全球南方的团结精神，重申愿根据各国优势与能力，协调推进现代化与可持续发展进程。
4. We believe that against the backdrop of the ever-changing international situation, the China-CELAC Forum has become one of the key platforms for deepening cooperation between China and CELAC member states. We emphasize the spirit of solidarity in the Global South and reaffirm our readiness to advance the process of modernization and sustainable development in a coordinated manner, based on the strengths and capabilities of all countries.

五、我们注意到《中国－拉共体成员国重点领域合作共同行动计划（2025－2027）》提出的合作机遇，愿基于共同原则研究并商讨双方关心的议题。
5. We take note of the cooperation opportunities set forth in the Joint Action Plan for Cooperation in Key Areas between China and CELAC Member States (2025-2027) and are willing to study and discuss issues of mutual concern based on common principles.

六、我们重申，愿在重点领域开展合作以应对全球性挑战，遵循联合国宪章宗旨原则和国际法，一致认为区域和多边合作对实现经济、社会、环境可持续、包容、平衡发展至关重要。
We reaffirm our readiness to cooperate in key areas to address global challenges, in accordance with the purposes and principles of the UN Charter and international law, and agree that regional and multilateral cooperation is essential for achieving economic, social and environmental sustainable, inclusive and balanced development.

七、我们强调，实现可持续发展是各国人民的共同愿望，愿加强政府间交流，深化基础设施、互联互通、科技创新、能源转型、减贫等领域交流互鉴。双方重申将支持彼此探索符合各自国情和需求的发展道路。
7. We emphasize that achieving sustainable development is the common aspiration of the people of all countries, and we are ready to strengthen intergovernmental exchanges and deepen exchanges and mutual learning in the fields of infrastructure, connectivity, scientific and technological innovation, energy transition and poverty reduction. The two sides reaffirmed their support for each other in exploring development paths suited to their respective national conditions and needs.

八、我们认可双方为维护世界和平、加强友谊与合作，促进世界共同发展所作贡献。我们认可《宣布拉美和加勒比为和平区的公告》和《拉丁美洲和加勒比禁止核武器条约》。
8. We recognize the contributions made by both sides to safeguarding world peace, strengthening friendship and cooperation, and promoting common development in the world. We endorse the Proclamation of Latin America and the Caribbean as a Zone of Peace and the Treaty for the Prohibition of Nuclear Weapons in Latin America and the Caribbean.

九、我们注意到拉共体有关国家参与的倡议，如中方提出的全球发展倡议、全球安全倡议和全球文明倡议，以及巴西提出的“抗击饥饿与贫困全球联盟”等倡议。
9. We have taken note of initiatives in which relevant CELAC countries have participated, such as the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative proposed by China, as well as the Global Alliance to Fight Hunger and Poverty proposed by Brazil.

十、我们重视持续推进区域一体化、可持续基础设施建设和互联互通，并为落实合作项目提供便利。肯定“一带一路”倡议参与方为促进中拉经济社会发展作出的贡献。
10. We attach importance to continuing to promote regional integration, sustainable infrastructure construction and connectivity, and facilitate the implementation of cooperation projects. Recognize the contribution of the participants of the Belt and Road Initiative to promoting the economic and social development of China and Latin America.

十一、我们认同遵守国际法和促进联合国宪章宗旨原则的重要性，将恪守各国平等、相互尊重主权和领土完整的原则。支持以和平方式解决分歧、争端、冲突，尊重不干涉内政原则，反对在国际关系中使用或威胁使用武力及实施单边强制措施，致力于推动更加民主的国际秩序。与中国建交的拉共体成员国重申恪守一个中国原则。
We recognize the importance of abiding by international law and promoting the purposes and principles of the Charter of the United Nations, and will abide by the principles of equality and mutual respect for the sovereignty and territorial integrity of States. We support the peaceful settlement of differences, disputes and conflicts, respect the principle of non-interference in internal affairs, oppose the use or threat of use of force in international relations and the imposition of unilateral coercive measures, and work to promote a more democratic international order. CELAC member states that have diplomatic relations with China reaffirmed their adherence to the one-China principle.

十二、我们重申治理机构改革的紧迫性，应使其适应21世纪现实需求。我们认识到有必要对联合国安理会进行改革，使其更具代表性、民主性和有效性，其架构能更充分应对全球性挑战，并增强包括拉美和加勒比地区在内的发展中国家的代表性和发言权。联合国安理会改革应遵循民主协商原则。
We reaffirm the urgency of reforming governance institutions and adapting them to the realities of the twenty-first century. We recognize the need to reform the UN Security Council to make it more representative, democratic and effective, with a structure that better responds to global challenges and a more representative and voice of developing countries, including Latin America and the Caribbean. The reform of the UN Security Council should be guided by the principle of democratic consultation.

十三、中方注意到拉方的立场，即鉴于联合国迄今九任秘书长中仅有一位来自本地区，应推举拉美和加勒比国家人士担任联合国秘书长职务。
13. China has taken note of the position of the Latin American and Caribbean side, that is, since only one of the nine Secretary-General of the United Nations so far is from the region, a person from Latin American and Caribbean countries should be nominated for the post of Secretary-General of the United Nations.

十四、我们倡导建设和平世界，推动普惠包容、互利共赢的经济全球化。在此框架下，我们强调全球经济治理必须回应各国特别是发展中国家的共同关切，重申支持公平、透明和基于规则的多边贸易体系。
14. We advocate building a peaceful world and promoting economic globalization that is inclusive, inclusive and mutually beneficial. In this framework, we stress the need for global economic governance to respond to the common concerns of all countries, especially developing countries, and reaffirm our support for a fair, transparent and rules-based multilateral trading system.

十五、我们呼吁改革国际金融体系，使其更具效率与公平性，更好适应当今世界形势，有效应对中国及拉美和加勒比等发展中国家在落实国际承诺时面临的资金缺口。
15. We call for reforming the international financial system to make it more efficient and equitable, better adapted to the current world situation, and to effectively address the financing gap faced by China and developing countries such as Latin America and the Caribbean in implementing their international commitments.

十六、我们致力于通过经济全球化加强中国与拉美和加勒比地区合作，愿提升双方互联互通水平，增强经济安全，共同应对发展融资挑战。
16. We are committed to strengthening cooperation between China and Latin America and the Caribbean through economic globalization, and are willing to enhance connectivity between the two sides, enhance economic security, and jointly address the challenges of development financing.

十七、我们呼吁各方考虑加入气候变化国际文书，遵循共同但有区别的责任原则和各自能力原则，避免借此新设立贸易壁垒。必须考虑发展中国家，包括拉美和加勒比国家、小岛屿发展中国家及内陆国家的特殊国情。
17. We call on all parties to consider acceding to the international instrument on climate change, in accordance with the principle of common but differentiated responsibilities and respective capabilities, and to avoid the establishment of new trade barriers. The special circumstances of developing countries, including those in Latin America and the Caribbean, small island developing States and landlocked countries, must be taken into account.

十八、我们乐见《联合国气候变化框架公约》第三十次缔约方大会（COP30）将于2025年11月10日至21日在巴西贝伦举行，这将为加强全球应对气候变化集体行动提供重要契机。我们重申对多边主义和国际合作的承诺，致力于强化气候变化机制所有支柱，强调必须全面运作并充足注资历届气候大会设立的相关基金（包括“损失与损害基金”和“绿色气候基金”），以支持发展中国家应对气候变化影响，推进公正公平的转型进程。
18. We welcome the fact that the 30th Conference of the Parties (COP30) to the United Nations Framework Convention on Climate Change (UNFCCC) will be held in Belém, Brazil, from 10 to 21 November 2025, which will provide an important opportunity to strengthen global collective action on climate change. We reaffirm our commitment to multilateralism and international cooperation, commit to strengthening all pillars of the climate change regime, and stress the need for full operation and adequate funding of the relevant funds established at previous climate conferences, including the Loss and Damage Fund and the Green Climate Fund, to support developing countries in addressing the impacts of climate change and advancing a just and equitable transition process.

十九、我们欢迎将于2026年2月在哥伦比亚卡塔赫纳举办第二届国际土地改革与农村发展大会。该会议在联合国粮食安全机构的支持下，将促进南南合作，并将借鉴包括中国乡村振兴战略在内的实践经验。
19. We welcome the hosting of the Second International Conference on Agrarian Reform and Rural Development in Cartagena, Colombia, in February 2026. The meeting, with the support of the UN Food Security Agency, will promote South-South cooperation and will draw on practical experiences, including China’s rural revitalization strategy.

二十、我们注意到联合国框架下《国家管辖范围以外区域海洋生物多样性的养护和可持续利用协定》（BBNJ协定）的通过及开放签署。智利曾提议将其秘书处设在瓦尔帕莱索市。
20. We note the adoption and opening for signature of the Agreement on the Conservation and Sustainable Use of Marine Biological Diversity Beyond Areas of National Jurisdiction (BBNJ Agreement) under the framework of the United Nations. Chile had proposed to locate its secretariat in the city of Valparaíso.

二十一、我们认为，人工智能等新兴变革性技术的治理必须以联合国为核心，确保相关讨论的包容性与合法性。
21. We believe that the governance of emerging transformative technologies such as artificial intelligence must be at the heart of the United Nations to ensure inclusiveness and legitimacy in relevant discussions.

二十二、我们致力于共同促进人权事业，包括人人平等，推动妇女和女童赋权，着力缩小性别差距，并特别保护儿童、老年人、残疾人、原住民、农村社区居民、非洲裔群体及弱势群体的权利，为维护全球平等、发展与和平作出贡献。
22. We are committed to working together to advance the cause of human rights, including equality for all, the empowerment of women and girls, efforts to reduce gender disparities, and to contribute to global equality, development and peace, with special protection of the rights of children, the elderly, persons with disabilities, indigenous peoples, people living in rural communities, people of African descent and vulnerable groups.

二十三、我们谴责一切形式的恐怖主义，反对将恐怖主义同任一宗教、民族、族裔或国籍单方面挂钩，警惕违背国际法宗旨的反恐措施，重申加强反恐国际合作的承诺。
We condemn terrorism in all its forms, oppose the unilateral linking of terrorism to any religion, nation, ethnicity or nationality, guard against counter-terrorism measures that run counter to the purposes of international law, and reaffirm our commitment to strengthening international cooperation in combating terrorism.

二十四、我们认为，廉洁是人类共同价值追求，防范和打击跨国有组织犯罪、毒品及化学前体走私、非法武器贸易、人口贩运、偷运移民、腐败及非法采矿等行为，对维护正义、促进经济增长和法治建设至关重要。我们愿根据相关国际协定，加强司法执法合作、经验交流与联合行动。
24. We believe that integrity is a common value pursued by mankind, and that preventing and combating transnational organized crime, drug and chemical precursor smuggling, illegal arms trade, human trafficking, smuggling of migrants, corruption and illegal mining is essential to upholding justice, promoting economic growth and building the rule of law. We are ready to strengthen judicial law enforcement cooperation, exchange of experience and joint action in accordance with relevant international agreements.

二十五、我们重申坚定支持海地共和国局势稳定，承诺将根据各自能力，与国际社会和联合国共同努力，通过全面发展方式，协助海地重建有利于政治、经济和社会形势正常化的人类安全环境。
25. We reaffirm our firm support for the stabilization of the situation in the Republic of Haiti and our commitment to work together with the international community and the United Nations, in accordance with our respective capacities, to assist Haiti in rebuilding a human security environment conducive to the normalization of the political, economic and social situation through a comprehensive development approach.

二十六、我们对拉美议会、中美洲议会、联合国拉美经委会、拉美和加勒比开发银行、拉丁美洲经济体系、拉丁美洲社会科学院等区域组织参与本次会议表示感谢，中方重申愿在拉共体成员国共识基础上，同上述及其他地区组织开展对话合作，共同构建开放、包容、全面的中拉整体合作网络。
26. We express our gratitude to the Latin American Parliament, the Central American Parliament, the United Nations Economic Commission for Latin America and the Caribbean (ECLAC), the Latin American Development Bank, the Latin American Economic System (SELAC), the Latin American Academy of Social Sciences and other regional organizations for their participation in this meeting.

二十七、我们对本次会议取得的积极成果表示满意。拉共体成员国感谢中华人民共和国为会议筹办所作努力。中方感谢洪都拉斯和哥伦比亚担任拉共体轮值主席国期间为成员国参会提供的便利。
27. We are satisfied with the positive results achieved at this meeting. CELAC member States thanked the People’s Republic of China for its efforts in organizing the Conference. China would like to thank Honduras and Colombia for facilitating the participation of member States during their CELAC presidency.

二十八、我们同意就2028年举办中拉论坛新一届会议保持沟通。
28. We agree to maintain communication on holding a new session of the China-CELAC Forum in 2028.
