  1. The Government of Uganda has received financing from the African Development Bank hereinafter called the Bank toward the cost of the EAC RAILWAY REHABILITATION SUPPORT PROJECT (REHABILITATION OF KAMPALA – MALABA MGR), and intends to apply part of the proceeds toward payments under the contract for REHABILITATION OF MALABA-JINJA AND PORT BELL-KAMPALA-KYENGERA RAILWAY LINE SECTIONS INCLUDING SUPPORT INFRASTRUCTURE. This contract will be jointly financed by African Development Bank/Fund. This bidding process will be governed by the Bank’s Procurement Framework. “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing.”
  1. The Uganda Railways Corporation now invites sealed Bids from eligible Bidders for Rehabilitation of Malaba-Jinja and Port Bell-Kampala-Kyengera Railway Line Sections including construction/Rehabilitation of railway support infrastructure; station buildings, passenger terminus stations & halts, good sheds, workshops, fencing, automated level crossing signaling, improvement of Jinja Pier & Port Bell ancillary structures and dredging works.
  2. Bidding will be conducted through the Open Competitive Bidding (International), OCBI procedures as specified in the Bank’s Procurement Policy for Bank Group Funded Operations dated October, 2015 and is open to all eligible Bidders as defined in the Procurement Framework.
  3. Interested eligible Bidders may obtain further information from Uganda Railways Corporation and inspect the bidding document during office hours from 8.00 a.m. to 5.00 p.m. Mondays to Fridays except public holidays at the address given below and website: www.urc.go.ug

The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of (UGX 900,000) Uganda Shillings Nine Hundred Thousand or its equivalent in United States Dollars. The method of payment shall be direct deposit to the bank account and obtain a receipt from Finance Officer at Room No.5, 1st Floor, URC Headquarters Building, Nasser Road, Kampala or directly to UGX Account in STANBIC BANK UGANDA LIMITED, Account No. 9030014700918 or our USD Account in STANBIC BANK UGANDA LIMITED, Account No. 9030014700985, swift code: SBICUGKX, Sort Code: 040147 in the name of Uganda Railways Corporation. The document will be delivered with the preferred means of delivering the bid document to the bidder(s). Evidence of Payment will be sent to the Procurement and Disposal Unit at the address indicated in paragraph 4 above for issuance of the bidding document.
  1. Bids must be delivered to the address in paragraph 9 below on or before 11:00 a.m. on the 19th January 2026 . Electronic Bidding will NOT be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 11:30 a.m. on 19th January 2026 .
  2. All Bids must be accompanied by a “Bid Security” of US$1,000,000 (United States Dollars One Million) in the form of an unconditional Bank guarantee
  3. “Attention is drawn to the Procurement Framework requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”
