Launch of the Request for Qualification regarding the design, build, finance, and maintenance (DBFM) of new school buildings in the Tashkent City and Tashkent Region under Public-Private Partnership (PPP) modality

The Government of the Republic of Uzbekistan (GoU) intends to develop 13 general primary and secondary education schools within the municipal borders of Tashkent City and Tashkent Region under a PPP modality (the “Project”). The Project consists of new educational facilities that will accommodate a total of 13,000 – 14,000 students in grades 1 to 11 (ages 7 to 18) of the public education system.

The Project will be structured under a Design, Build, Finance and Maintain (“DBFM”) PPP modality. The PPP agreement will be governed by the PPP Law. The design, construction and performance standards of the Project shall require the selected bidder to maintain high quality education facilities throughout the entire Project duration. The education and teaching services will be provided by the Ministry of Preschool and School Education (MPSE), in line with the public education system and curriculum requirements for primary and secondary education. The PPP agreement will incorporate environment, social and gender considerations as part of the design, construction and performance standards.

The GoU and MPSE will conduct the international tender to attract and select a qualified private developer-investor for the Project in full compliance with the PPP Law of the Republic of Uzbekistan. The GoU and MPSE have engaged the Asian Development Bank to serve as transaction advisor to assist with the tender of the Project.

The GoU invites interested parties to submit a prequalification application. Interested parties should refer to the Request for Qualification (RFQ) documents for the submission requirements. Prequalified parties will be invited to respond to the RFP. The RFQ document is enclosed at the end of this page.

Interested parties to participate in the tender should submit their prequalification application in electronic form by no later than [19]th of October 2023, 18.00 Tashkent time, and in physical form by [2nd] November 2023
