The Sustainable Energy Services Company (SESCO), on behalf of the Government of The Gambia, invites sealed bids for the design, supply and installation, and operation and maintenance of up to 1,100 solar PV energy systems for healthcare facilities and schools in The Gambia.

DEADLINE: 31 October 2023 at 2pm

The procurement contract is divided into four (4) lots as follows:

• Lot 1: Solar PV energy systems at 11 large hospitals, each to be equipped with 240kWh or 100kWp per site;
• Lot 2: Solar PV energy systems at 88 health facilities: 10-60kWh or 4-24kWp per site;
• Lot 3: Solar PV energy systems at 548 schools (5-10kWh or 2-4kWp per site) in the Banjul, Western and North Bank Regions;
• Lot 4: Solar PV energy systems at 452 schools: 5-10kWh or 2-4kWp per site in the Lower River, Central River and Upper River Regions.

The contract for the design, supply and installation is estimated to be completed in 16 months. The duration of the O&M period is initially established as 60 months from the date of the operational acceptance of the first solar PV energy system.

The O&M part of the contract could be further extended for another five-year period with a maximum duration of 20 years subject to the successful implementation of the O&M services and meeting the O&M key performance indicators.

Bidding process

Bidding is being conducted through international competitive procurement using a Request for Bids (RFB) as specified in the European Investment Bank’s (EIB) Guide for the procurement of services, supplies, works and concessions managed by the EIB, 19 February 2018 (“EIB’s Guide to Procurement”).

Bidding is open to all eligible Bidders as defined in the EIB’s Guide to Procurement. International competitive bidding will be conducted in accordance with the Bank’s One-Stage, Two-Envelopes Bidding Procedure.

A complete set of bidding documents in electronic version as a non-editable PDF file in English may be received by interested Bidders upon sending an email. The document will be sent by e-mail.

All Bids must be accompanied by a separate Bid Security for every lot, that a Bidder applied for:

Lot 1: €50,000.00
Lot 2: €60,000.00
Lot 3: €110,000.00
Lot 4: €90,000.00

Bids, in two hard copies and one copy in electronic form in the PDF format with Price Schedules in Excel file (along with pdf version), must be delivered to the address given at the end of this invitation by 31 October 2023 at 2pm. (The Gambia time).

Electronic bidding will not be permitted. Late bids will be rejected.

Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who chooses to attend at the address given above on 31 October 2023 at 2pm (The Gambia time).
